He still wouldn’t have a choice. Sebastian came into existence as a demon, forced to devour souls, marked as evil, and damned no matter what choices he made. It is simply because he is that type of being. That certainly seems like an evil act, but not one of which Sebastian had any say. Besides, he is a creature that must feed on human souls in order to gain sustenance. Perhaps Sebastian is evil not simply because he was a demon but because he believes himself to be inheritably without an options. He has always thought of kindness as a weakness, but both are very strong. People like Agni and Elizabeth who are genuinely good earn his respect and they often even surprise him. The people he’s been around were just as bad and evil as Sebastian perceives himself to be, so he’s never had any reason to question - before now. It’s doubtful any people he’s come in contact with in the past gave him any reason to question since it’s doubtful he’s dealt with the cream of society in terms of morality and ethics.

Although he has learned things and grown as an individual, he’s of the mindset that he is simply evil and has no choice in the matter (which would also go back to the free will). Sebastian has done evil things without question, but it wouldn’t make much sense for him to do good when it doesn’t even matter.

If he had been something else prior, such as an angel or human, then he’s still being punished in this form of life for something he did when he was someone and something else. This is especially true if he’s always been a demon. He could have spent all his immortal existence building orphanages and painting houses for little, old ladies and he’d still end up in Hell. He is a demon, as I said, so he was damned from the moment he came into existence as a demon. Yet, it leaves you to wonder if Sebastian’s lack of free will began with the contract. Think of the ways that Ciel could abuse him if he wanted, and Sebastian’s only recourse would be to break the contract and miss out on Ciel’s end of the deal. Right now he’s locked into the contract and must do anything Ciel commands as long as he is able to do so. First, Sebastian seems to have no free will. However, there is something tragic when you start really looking at the character. Not only that, he’s a demon and the idea many of us get when we think of demons is evil, pure and simple. He seems to feel humanity is beneath him, and that is exactly how he likes things. Much of the time, he likes watching things happen and is amused by the way people act. He likes to tease and taunt and has an undeniably wicked sense of humor. Most of the time, he seems to be quite enjoying himself. Saying that Sebastian is a tragic character sounds a bit odd to say the least.
